MK Otniel Schneller (Kadima) has come up with a plan for redrawing Israel's borders that he thinks could lead to coexistence with a future Arab state in Judea and Samaria. Schneller wants the areas known as "The Triangle" (around the Arab towns of Tira, Taybeh and Kalansawa) and Wadi Ara (from Umm El Fahm to Baka el Gharbiye) to be handed over to the Palestinian Authority, in exchange for Israeli sovereignty in the large Jewish blocs in Judea and Samaria.

The plan appears very similar to one touted by Yisrael Beiteinu leader Avigdor Lieberman. However, Shneller says that unlike Lieberman, his plan is more gradual. The plan will be implemented over at least 20 or 30 years, and Arabs in Wadi Ara and the Triangle will remain citizens of Israel even though their territory will belong to the PA. However, they will not be allowed to resettle in other areas of Israel.

Schneller also thinks the Arabs of the Triangle and Wadi Ara should receive great economic incentives, that will eventually make them leaders of the future Palestinian state. Schneller is considered to be one of the people closest and most loyal to Prime Minister Ehud Olmert.
