Judea and Samaria Regional Division Commander Brig. Gen. Avi Bluth wrote a letter marking the launch of the military operation in Jenin.

"The city Jenin, specifically the refugee camp, is a fortress for terrorists who export terrorism to the entire Judea and Samaria and the homefront and work to develop arms that could undermine the security stability in the state of Israel. In the enemy's eyes, the refugee camp has turned into a 'city of refuge' for the terrorists, and the free rein of the IDF is challenged," Bluth wrote.

He added, "We are launching this operation to change the situation and expand our free rein. Our mission: to take operational control, to take out and arrest terrorists, to destroy enemy infrastructure, and to seize weaponry. The expectation is that at the end of the operation, the refugee camp will be weakened and deterred and that, thanks to this operation, the potential for a positive dynamic in all of Judea and Samaria would come to fruition."

He states: "We will make war by way of deception, we will win and remain human, we will emphasize the principle of safety at the expense of speed, and we will ensure that there are no weak ends at any point. 'Sucess is an opportunity that meets ability,' this operation is a great opportunity to change the operational reality in the Judea and Samaria region. Your ability as units and fighters has been proven time and again in the past years and was even strengthened during battle. We have the 'privilege to act' and participate in an essential operation.

I trust your abilities, your spirit, and your success. 'Go with this strength, and you will save Israel.' Together we will do and succeed," the commander concluded.
