The Attorney General's Judea and Samaria protocol, which was published at the request of Justice Minister Ayelet Shaked, is to be implemented by the Ministerial Committee on Legislation this week for the first time.The protocol was finally approved three weeks ago, but since the committee's activities werer suspended for the past two weeks, implementation was postponed. Twelve government bills are expected to be presented to the Ministerial Committee this week.

In light of the new protocol, and in light of Shaked's demand, all the proposals include reference to the issue of applicability in Judea and Samaria, after Minister Shaked refused to put proposals that do not include such reference on the committee's agenda.

Among the proposals are two in which the question of Judea and Samaria implementation is not relevant, but the other proposals include relevant reference at different levels.

For example, an Agriculture Ministry bill dealing with egg quotas to be submitted to the ministerial committee will include unifying the quotas in the pre-1967 State of Israel and in Judea and Samaria, so that they will be considered one market. An amendment expected to be added to the illegal aliens law will be implemented concurrently in Judea and Samaria.

An amendment to the Legal Aid Law expected to come before the committee today raised an interesting question, after it was found that the Legal Aid Law applies in Judea and Samaria, but the law prohibiting discrimination, which the amendment refers to, does not apply in Judea and Samaria. In this case, it appears that the Attorney General's opinion is that the law prohibiting discrimination applies in Judea and Samaria despite the fact that this is not explicitly stated in the law.

Another issue raised by the amendment to the Protection of Privacy Law was the applicability of the Protection of Privacy Law in Judea and Samaria. This issue is also expected to be resolved soon.

A Justice Ministry official explained that the Attorney General's Judea and Samaria protocol is already causing staff work that has not been done for years regarding the legislative situation in Judea and Samaria. "Every law that is touched upon turns out to be an entire story unto itself. The chaos surrounding this issue is tremendous and the government ministries are not aware of this issue of applicability in Judea and Samaria. A revolution is taking place following this procedure."

Jewish residents of Judea and Samaria have lived for decades without knowing, until a situation occurs, whether Knesset laws apply to them, barring taxes and military service.
