German Brigadier-General Axel Binder suggested at the Herzliya Conference that the international community accept nuclear proliferation in response to rapidly ascending oil prices. The use of nuclear energy instead of oil may apply “not only to neighbors, friends and partners, but also to critical states,” he said, in what appeared to be a reference to Iran's nuclear program, which faces widespread international opposition.

James Woolsey, the former Director of the CIA, expressed concern over rising oil prices as well. He suggested that the world make alternative energy a top priority.
