The Ministerial Committee for Legislation approved Sunday a bill proposed by National Union Chairman MK Yaakov (Ketzaleh) Katz, for the construction of a fence along the border between Israel and Egypt,

Ketzaleh, who heads the Knesset's Committee of Inquiry into the Foreign Worker Problem, said in reaction that “we commend the decision, this is a good start, but this is only a beginning.”

The number of infiltrators from Egypt, he explained, is between 16,000 and 18,000 annually – more than the number of legal immigrants into Israel. Therefore an organized and comprehensive master plan for a solution to the problem must be drafted. This plan must address the border problem as well as that of Bedouin smugglers, and the traffickers who deal in the infiltrators who are already inside Israel.   

"Only a comprehensive plan that addresses all of the components of the problem can succeed,” Ketzaleh said. “In order to prepare such a plan, a minister must be appointed to deal with this matter day and night and advance it on all levels. Without such a plan – a fence alone will not solve the problem.”

MK Katz has conducted tours of areas in which foreign infiltrators are concentrated and has warned that they are "conquering Tel Aviv."
