Weekly Torah Study: Does G-d need the rainbow as a reminder?

Isn't the rainbow a perfectly natural phenomenon that has existed from time immemorial?

"And the rainbow shall be in the cloud, and I will see it, to remember the everlasting covenant ..."

Does G-d truly need a reminder? Can G-d forget? And isn't the rainbow a perfectly natural phenomenon that has existed from time immemorial?

Is it G-d or is it man that needs to be reminded of G-d's lovingkindness in the natural beauty of the world He created?
