In the shadow of criticism for the Beit El security fence failure and attack where an IDF soldier was seriously injured, members of the Regavim movement documented an Arab tractor that penetrated an area a few dozen meters away from the Yehuda Regional Brigade base that houses the Civil Administration, responsible for enforcing building and land preservation laws in Judea.

The base is located on state land in Har Manoach near the city of Hevron, and the tractor broke unchecked into state land and began excavating the base area.

Regavim Policy Department Director Meir Deutsch who was on his way to Be'er Sheva, called brigade headquarters, which is very close to the work area, but dispatchers noted they were unaware of the work.

"This is a double blunder," says Deutsch. "The attack in Beit El, carried out by a terrorist who penetrated through a breach in the fence, is a physical breach steming from a legal loophole favoring Arab fabric of life and at the same time avoids firm enforcement against them. It's inconceivable that the Palestinians allow themselves to invade the base area, literally under the noses of the Civil Administration."
