The leaders of the Knesset's Land of Israel Lobby have made their view clear to Defense Minister Avigdor Liberman that his new "carrot and stick" plan to combat terror in Judea and Samaria also damages the Jewish residents - and is unacceptable in its present form.

In an urgent letter to the Minister sent today (Thursday) by lobby Chairmen MKs Yoav Kish and Bezalel Smotrich, they first note that the general trend signified by the plan is positive.

Yet, they claim, the policy of giving "carrots", especially construction permit benefits, solely to the Arab residents in Judea and Samaria will produce unacceptable gaps between the Arab and Jewish populations.

"As long as the Jewish population in Judea & Samaria continues to suffer freezes on construction that cause a 'silent expulsion' - this in addition to the high price payed in blood - it is unthinkable that 'carrots' in the form of construction plans will be granted exclusively to the Arab population," the lobby chairmen wrote to Liberman.

"We can't allow a situation where Israel launders illegal construction and ends up supporting the takeover plans of [PA Chairman] Mahmoud Abbas and his friends."

Therefore, the lobby Chairmen demanded that the elements of the Defense Minister's plan that include allowing illegal construction the purpose of which is the hostile takeover of Area C lands be removed from the plan immediately.

Davidi Perl, head of the Gush Etzion regional council, addressed the plan this morning, saying: "We welcome the decision by the Defense Minister to grant benefits to those elements in the Arab population that do not support terror, and to take harsh steps against those elements in the Arab population from which terrorists have come in the recent wave of terror.

"We will do whatever we can to assist the Defense Minister in implementing the plan as outlined. However, it's important to make sure that at the same time the Jewish population in Judea and Samaria will receive permits to build in Area C. The government must adopt the Defense Minister's strategy because only this way people will think twice about whether to go out to perpetrate a terror attack, or to go out to look for work in order to live quietly and peacefully."
