A top British official said high-grade weapons headed for Ukraine could end up in the hands of criminal groups and terrorists.

Head of the UK's National Crime Agency, General Graeme Biggar, pointed out that, "At the end of the conflict, there are surplus weapons that get into the hands of criminals or terrorists.” Russia's Foreign Ministry has claimed that up to $1 billion worth of arms are funnelled out of Ukraine and into the Middle East, and other regions of the world on a monthly basis.

Despite assurances from Ukraine that all arms would be accounted for, Biggar said Western officials are on the outlook for weapons showing up on the black market.
