This was the one disgrace of the Reagan presidency--and it was a huge one, as public health is a proper function of government.\n\nGHWB wanted to go for some peace and quiet to the family home in Kennebunkport, Maine.  He was tired of ACT UP (among other things).  Then:\n\nSeptember 1, 1991: 2500 AIDS activists marched on President Bush\'s vacation home in Kennebunkport, Maine to demand leadership and to declare that THE AIDS CRISIS CAN END. After a die-in on the road to the Bushs\' house, activists unrolled a fifty foot long banner which outlined a 32-point plan to end the AIDS Crisis. The next day the President said that he was more moved by the demonstration of the unemployed the week before. \"That one hit home\" he said, \"because when a family is out of work, that\'s one that I care very much about.\"\n--\n\nOh, Bush didn\'t care at all.  But he was infuriated enough to tell the truth.  And he was harrassed again and again by this group, with media being alerted ahead of time.  He passed the important Americans With Disabilities Act that was targeted to help HIV  people not get fired.  Like it or not, ACT UP was effective.\n\nHere are more examples, chronologically presented.  My point is not to argue for all of the agenda of ACT UP (I agree with the core AIDS agenda, but there was lots of typically loony left-wing crap as well), but to provide concrete examples of what to do.\n\nBASIC IDEA:  you non-violently, but very obstructively, infuriate people and make their lives miserable.  BUT ALSO:  you have some other group that is the \"within-system\" wing that provides concrete solutions for the decision makers.  The \"within-system\" wing is attended to because, if it is not, the \"direct-action\" wing starts to disrupt again.  At the end of the quotes I have a link for more info.\n\n--\nMarch, 1987: Outraged by the government\'s mismanagement of the AIDS crisis, concerned individuals unite to form the AIDS Coalition to Unleash Power. Our first demonstration takes place three weeks later on March 24th on Wall Street, the financial center of the world, to protest the profiteering of pharmaceutical companies (especially Burroughs Wellcome, manufacturer of AZT). Seventeen people are arrested. Shortly after the demonstration, the Food and Drug Administration (FDA) announces it will shorten its drug approval process by two years.\n\nApril 21, 1989: ACT UP/NY joins ACT UP/Atlanta to protest a South Carolina provision that would allow PWAs to be quarantined. The same day, using steel plates and rivets, four ACT UP members barricade themselves into a Burroughs Wellcome office in North Carolina. They demand a cut in the price of AZT, still the most expensive medicine in history at $8,000 for a year\'s dosage.\n\nMay 2, 1989: Based on the testimony of AIDS activists, the FDA Advisory Committee finally recognizes DHPG and Aerosolized Pentamadine for approval.\n\nJune 4-9, 1989: ACT UP demonstrates at the Fifth International Conference on AIDS in Montreal calling for a significant change in AIDS treatment research. ACT UP presents the revolutionary concept of parallel track drug testing, in which drugs already found to be non-toxic are placed in both clinical trials and released simultaneously to patients who do not qualify for the trials.\n\nThe next week, ACT UP members are invited to discuss parallel track with Dr. Anthony Fauci, Director of the AIDS program at the National Institute of Allergy and Infectious Diseases. Days later, Fauci announces parallel track publicly, and the government appoints a panel (including an ACT UP member) to write procedural standards.\n\nThat same week, ACT UP meets with Bristol Myers, the manufacturer of the anti-retroviral ddI, to demand ddI\'s release to patients who can no longer tolerate AZT. DdI is soon released to 5,000 patients. \n\nSeptember 14, 1989: ACT UP once again makes history by stopping trading on the Stock Exchange floor. Seven ACT UP members infiltrate the New York Stock Exchange and chain themselves to the VIP balcony. Their miniature foghorns drown out the opening bell, and a banner unfurls above the trading floor demanding \"SELL WELLCOME.\" Other ACT UP members snap photos which they then sneak out and send over newswires. Four days later, Burroughs Wellcome lowers the price of AZT by 20%, to $6,400 per year.\n\nChristmas, 1989: ACT UP sends New York Times\' AIDS reporter Gina Kolata a Christmas card zap to protest her inadequate AIDS coverage. Shortly thereafter, Kolata phones ACT UP for specific information about the effectiveness of lower doses of the highly toxic drug AZT. A major article appears in the Times, and within weeks the FDA cuts the standard dose of AZT in half.\n\nNovember, 1990: Gov. Cuomo cuts New York State AIDS funding by 40% just four days before his re-election. In response, 100 AIDS activists pack his \"Victory\" party and interrupt his election acceptance speech with cries of \"Shame!\" and \"Cuomo Balances the Budget with People\'s Lives!\"\n\nFebruary 5, 1991: Three ACT UP members are arrested in front of Cardinal O\'Conner\'s residence and charged with bias-related felonies for spray painting \"O\'Connor Spreads Death\" on the sidewalk. While in custody, they are subjected to anti-gay verbal and physical harassment by New York City police.\n\nAugust 1992: Members of ACT UP N.Y. form the McClintock Working Group to formulate a realistic proposal for a federally funded Manhattan Project style program to find a cure for AIDS.\n\nAugust 18, 1992: Over 2,000 ACT UP members from across America converge on the Astrodome in Houston, Texas, during the Republican National Convention. Six ACT UP members are arrested in a chaotic demonstration at which George Bush is burned in effigy.\n\nAugust 20, 1992: AIDS Activists disrupt a speech by George Bush at a $1,000.00-a-plate fundraising luncheon.\n\nAugust 20, 1992: Seven people are arrested after interrupting a speech by Jerry Falwell to the Christian Action Network screaming \"Your family values are killing us. Every seven minutes somebody dies.\"\n\nOctober 11, 1992: ACT UP NY holds its first political funeral -- the ASHES Action -- in Washington, DC, on the weekend of the final exhibition of the AIDS Quilt. In a procession starting at the Capitol, 11 people from both coasts carried ashes of freinds, family and lovers.
