They are caring overworked  professionals (BTW- many of them live in machazim - outposts themselves). They are funded by the government, but far from enough to fill the needs of the youth spread out in the 30 towns and 12 outpost of the Shomron regional council. If a kid from Tapuach or Itamar takes off to hang out in the streets of Natanya or J\'lem that is out of their range. And kids from elsewhere (like the ones that settlerjoe is referring to) are not officially their responsibility. That means that the Shomron youth worker receive no resources to deal with      with youth from other areas and have left their homes to become \"hilltop youth\". I can think of more then a few kids over the years who have hung out here and been in need of professional help and fallen between the gaps. ");

In the past week, we have caught two children twice trying to set things on fire.  Bus stations, plant growth, a box under a car.  When we confront they run away, but say nasty, insulting words to us.  This behavior is learned from adults.  I understand that they are bored, etc...but I never did this kind of thing or talk back to older people that way.  My wife and I are one of very adults who confront these miscreats and other adults do not say anything.  Who is at risk here?  The teens or the adults here in Immanuel?  These two teens are pyromaniacs and need to dealt with.  Therapy for them and very heavy fines for the adults/parents who say or do nothing...because by doing that, it only encourages at risk teens.");

If Haivri and others feel that the youth need help, that is one thing. If they feel that taking the youth off the hilltops is better for the kids and the settlements, that\'s one thing.
