To do this you have to have a plan on how you are going to accomplish your victory.People have to die unfortunately but if the enemy is not completely crushed then in the long run even more people die. Olmert and his henchmen did not have the guts to run such a war. They saw it in terms of an almost \'containing\' action. A bit of bombing here and a bit there depending on whether there was zero cost to the other side\'s civilian population.
