Those who refuse to do either will have their cities besieged one at a time, with a passage left open for those who have decided they will leave after all. Those who decide to stay and be citizens of the state will be placed in camps until such time as their loyalty is shown true and then moved into decent housing dispersed among the Jewish people with no cities of their own so they do not develop enclaves. They will accept to live by the 7 laws common to all mankind.  Those who choose to fight will be dealt a death blow. It is a biblical method to offer peace and then attack if it is refused.  I know Mr Peres does not like history/shmistory but the book of Joshua was written not as a history but to show HOW to wage war and be successful with it, being faithful to the the word of God. If the world goes bananas ask them if they ever gave their enemies such a choice, stay with us and prosper or leave and find prosperity elsewhere, if you choose death instead, that is your free will choice. I think you will find that many Arabs would prefer to live under Jewish prosperity than go elsewhere, even if it means they cannot vote.
