Therefore, as a Jew (if you are in fact a Jew) you are REQUIRED to give to Jews \"just because they\'re Jewish\"...  In addition, part of the halacha of giving tzedaka (charity) is that there are NO STRINGS ATTACHED.  The law goes so far as to state that charity given via conditions is a worse sin than having never given in the first place!  Furthermore, all halacha aside, as long as a Jew lives in the galut he has absolutely NO SAY in what goes on here, whether it be politically or otherwise.  This is similar to the idea of one who does not vote but wishes to give their opinion about the state of political affairs.  Even worse than all of this, the Talmud in mesechet \"Sanhedrin\" states that \"Jews who live in the galut are as if they have no G-d!\"...  \"Any and all mitzvot performed outside of Eretz Yisrael are but \"practice\" before your return\"...  Rav Noah Weinberg ZT\"L makes a startling statement regarding Jews who live in chutz laaretz (outside Israel); He states \"Any Jew who desires to live outside the land without sincere desire, consideration, and effort to return to Israel is a KOFER (heretic)\"!!!
