They are no different from other students pursuing advanced studies. israel has replaced Europe as the world center for Torah study. AS such, foreign students come from all over to study Torah in Israel and bring income INTO Israel by bringing foreign money and visits from relatives. Torah students are and asset to Israel, that is why the govt is supporting them.  They actually benefit and support the country, despite their lack of political and militry involvement.
