France has long had nuclear weapons.  France is not a threat to world peace, since it has a stable government that well understands the implications of using nuclear weapons, and understands the need to keep them properly secured.  A better example is the former Soviet Union.  While the Cold War lasted for decades, it was never questioned that Moscow also understood how serious a thing it would be to actually use nuclear weapons.  Only when the Soviet Union was dismantled, and the nuclear weapons were distributed among the smaller, less stable governments that were formed in the aftermath was there grave concern.  The concern was that these new countries, while perhaps understanding the implications of using these weapons and the need to safegaurd them, might not be able to properly safegaurd them.  The reason the world is concerned with North Korea and Iran is that their governments are not stable, their leaders are not always interested in peace and stability, and they may actively engage in distributing nuclear weapons to terrorist organizations or other countries for profit or to benefit Jihad.  Nuclear weapons capality in and of itself is not the problem, but rather the nature of the government that controls them.  Hence, Israel having nuclear weapons is not a threat to peace.  In fact, the deterent provided by Israeli nuclear weapons may sustain peace.  Iran having nuclear weapons is completely different; it neutralizes Israel\'s deterent and destabilizes the region, since Iran is much more likely to use, threaten to use, or distribute these weapons.  Oh, by the way, 100% of the military aid Israel receives from the U.S. is spent on military goods produced by American companies, supporting the U.S. economy.  It\'s actually a U.S. government subsidy of the U.S. arms industry.");
