The 17-member delegation, mostly from the port city of Long Beach, California, is learning how to beef up local security, given the ongoing terror situation launched by the 9/11 terrorist attacks in Washington, D.C. and New York City.

"Since September 11, we have been moving from our traditional law enforcement to security, and the truth is we don't have an expertise in it," said Long Beach police chief Anthony Batts. "We are coming here to gather that expertise."

Long Beach officials said they are concerned about security at their port, where they fear terrorists may attack. Batts said he will take back with him techniques he and others are learning in Israel.

"When you take a look at a terrorist action," the police chief told the Jerusalem Post, "they are trying to harm as many people as they can. Israelis have shown and demonstrated constantly their ability to get to a scene, have a unified command structure and make sure they take care of the patients and victims of these incidents."

The visit to Israel was coordinated by the Anti-Defamation League.
