The government announced yesterday that the number of terrorist attacks perpetrated against Israeli targets in the year 2003 represented a 30% drop compared to the year before - but still averaged well over ten each day. The number of deaths dropped more than 50%, yet reached a total of more than one terror victim every two days.

The government and security forces emphasized in their report, however, that the improvement did not come from the Palestinian terrorists' lack of trying. It rather stems largely from the intensive counter-terrorist actions of the IDF, Israel Police and the General Security Service (Shabak), resulting in the foiling of many attacks. In fact, there was an average of 40 intelligence warnings per day.

The government also notes that the construction of widespread sections of the partition fence, condemned by the international community, has made it difficult for the terrorist infrastructures based in Samaria to smuggle terrorists into Israel.
