Using the services of an Israeli-Arab named Keis Obeid, the terror organization entices Israelis to go abroad with the promise of a money-making venture, and then tries to abduct them. Gonen Segev, who served as an Israeli government minister under Yitzchak Rabin - his was one of a few key votes that helped pass the original Oslo Accords - was almost abducted by Hizbullah nearly a year ago. The organization has been holding Israeli businessman Elchanan Tenenbaum since kidnapping him in Europe 20 months ago.
