The Haifa District Court on Thursday overturned a decision by the city's Magistrate's Court to release Sheikh Raed Salah, the leader of the northern branch of the outlawed Islamic Movement.

The District Court accepted the police's appeal against the decision to release Salah to house arrest.

Salah's Islamic Movement was outlawed in 2015 for fomenting unrest on the Temple Mount, the Holiest site in Judaism, and for sending groups to the site specifically to harass Jewish visitors. He was arrested seven months ago for incitement to terrorism and supporting an illegal terrorist organization following the terror attack on the Temple Mount in which three Druze Israeli policemen were shot dead and the funerals of the terrorist perpetrators were held in Umm al-Fahm. At the funerals, he praised the murderous attack and called for a war on the Temple Mount.

Salah said in his speech at the funerals: "Don't think those killed in the name of God are dead. No, they are alive and work for God. In these moments we shall pray to God to raise their status in paradise, and in moments like this we can only ask God, may He be praised, to forgive all in this prayer from the bottom of our hearts. In this high status in paradise, God honor them with drinking of water along with Prophet Muhammad, may He be praised, after which they will never be thirsty again."

He also preached incitement in several Friday sermons at his Mosque in Umm al-Fahm. In one speech he stated: "From here, from this prayer, and from the city of Umm el Fahm, I bless all the marabouts and expressions that are now located at the Majlis Gate and the Lion Gate, in the blessed Al-Aqsa Mosque, And all the places where our families pray [should be seen] as the closest place to the blessed Al-Aqsa Mosque. Congratulations [are due] to all the women and men, the liberators, the sons of Haurin, who have not stopped for eight days to keep this door open. As representatives of the Muslim nation, the Arab world and the Palestinian people, who for eight days have not stopped saving and saying again and again: in the spirit In the blood, we will redeem you, and confront the Israeli occupation, confront the weapons of the Israeli occupation, with the gods of the Israeli occupation, and not fear being hurt, arrested, and afraid."

"Until these moments, the Israeli occupation has wounded 79 members of the Marbatun and Al-Aqsa families, some of whom are in a dangerous situation, with head and chest wounds, whose pure blood [was spilled].

"I therefore ask God to heal all the wounded of blessed Al-Aqsa, pray to God that he will receive all the martyrs of the blessed Al-Aqsa Mosque, the first martyr in history, asking God to accept all the martyrs of Al-Aqsa Mosque today, And the Shahid Muhammad, asking God to gather their souls with the souls of the prophets and the righteous and the shaheeds who follow the straight path."

The indictment against Salah states that "in the aforesaid acts, the Defendant has published words of praise, sympathy or encouragement for a terrorist act, support for it or identification with it, and according to the content of the publication and the circumstances in which it was published, there is a real possibility that he will commit an act of terrorism."
