A new, formalized proposal, outlining the evacuation of the residents of Amona from their homes and their relocation nearby, has been placed on the Attorney General's table for approval, Army Radio reported.

The plan establishes:

1. The ruling of the Supreme Court, that the residents of Amona are to be evacuated; the houses of 41 families and attending structures are to be dismantled.

2. A body called "The Custodian of Absentee Property in Judea and Samaria" will rent property to the residents of Amona on a nearby plot. This land is considered "abandoned;" its owners have not been located, and apparently left the area after the Six-Day War of 1967.

The rental period will be for 3 years only, after which time it will be possible to extend the period, each time by an interval of 3 years. The contract is to include a critical paragraph which stipulates that, should the original owner return, the rental contract will be cancelled, and the property returned to the original owner.

3. The homes in the new Amona are to be "dismantle-able," such that they can be relocated quickly if needed; in other words, they are not to be permanent structures.

4. The rental money paid by the new Amona is to be saved in a special fund for the original owner who abandoned his property, and will be awarded to him if he returns and proves ownership of the property.

The plan has been approved by the political echelon, and is now awaiting final approval from Attorney General Avichai Mandelblit.
