Jewish Home chairman Naftali Bennett's ultimatum to Prime Minister Binyamin Netanyahu over Security Cabinet reforms was a premeditated move on part of the party, MK Shuli Muallem-Refaeli (Jewish Home) indicated Sunday. 

"It was presented to the party," she answered, in a special interview with Arutz Sheva. "This vote was about wanting to bring it to the Prime Minister."

"We are in constant contact via telephone and are informed at every step, with every proposal, and every part of this move." 

In fact, the ultimatum passed an internal party vote, she said.

"All were in favor," Muallem-Refaeli explained. "Everyone thinks it's a right and just demand."

"Everyone - not just in Jewish Home - thinks that when you take responsibility and great authority, you have to put in place tools to ensure that the analysis is true and correct." 

Muallem-Refaeli also stressed that the move was highly calculated. MK Moti Yogev (Jewish Home) proposed the move, she explained, "precisely because of his profound working knowledge of the issues, working on the Foreign Affairs and Defense Committee." 

She added that Netanyahu promised that communication issues between Cabinet ministers and military officials were to be discussed with the Cabinet as part of the coalition agreements - but that these agreements have yet to come to fruition.

Jewish Home had been waiting for Netanyahu to discuss the issue when the time was right, she said, but indicated that the damning report released on Cabinet conduct during Operation Protective Edge forced the party's hand. 

"The demand for an adviser, which had received support across the aisle, is from an understanding that the work of the Cabinet requires deep and profound information to be imparted upon ministers who make the decisions," she added.
