An indictment was filed Thursday to the Be’er Sheva District Court against Sami Habib, a resident of Gaza who has lived in Ukraine since 2010, and who planned to carry out multiple terror attacks against Israeli civilians both in Israel and Ukraine.

The first attack Habib planned was to solicit a Ukrainian prostitute to seduce a senior IDF official to travel to Taba in Egypt, and upon his arrival, the officer would be kidnapped into Gaza.

Alternatively, if the officer would decline to go to the city located a kilometer from the Israeli border, he would be abducted and murdered in Ukraine, while his identification documents would be sent to Gaza for the purpose of negotiating for his body.

The second attack planned was a shooting attack on a bus of Israeli tourists travelling in Ukraine, or planting an explosive cargo bag into a bus filled with Israeli tourists. Habib chose to carry out the attack in the city of Odessa as many Israelis visit there.

The third attack designed by Habib was a plan to deliver weapons to Israeli Arab Islamic State (ISIS) operatives to perform suicide attacks inside Israel. Habib intended to contact Israeli Arabs living in Ukraine and to deliver weapons via a wireless aircraft.

Habib had collected information on Israeli tourists in Ukraine as well as wireless aircraft able to carry a load of up to 5 kilograms (11 pounds) during many visits to the Ukrainian airport.

Additionally, Habib is accused of providing services to Hamas during Operation Cast Lead, including in the construction of tunnels.

Habib and his family left their Shuja’iyya home to allow Hamas terrorist to establish a safe house there, which included a weapons stash used against IDF soldiers. Moreover, throughout 2006-2010 and during the Operation, Habib established a line between the terror cell and the “al Wafa” hospital, where Hamas unloaded pallets of concrete to construct terror tunnels, and began building the terror tunnels right outside Habib’s home.

A few months ago, Habib planned to issue false medical documents under his mother’s name, in order to gain permission from the Civil Administration to enter Gaza. According to the falsified document, Habib was granted access to Gaza on Janurary 31, 2016. However, his plan was thwarted when he arrived at the Allenby Crossing between Jordan and Israel, where he was arrested.
