The Central Elections Committee for the 20th Knesset released Sunday morning the full list of political parties who have signed surplus vote agreements. 

Such agreements work by combining the surplus ballots received by both parties. If that sum amounts to an extra seat, then the extra seat goes to the party with the larger amount of surplus votes. 

The list is as follows:

  • The Zionist Camp (Labor), headed by Yitzhak Herzog and Tzipi Livni with Meretz, led by Zehava Gal-On. 
  • Agudat Israel-Degel HaTorah alliance United Torah Judaism with Shas, headed by Aryeh Deri. 
  • Jewish Home, headed by Naftali Bennett, with Likud, led by current Prime Minister Binyamin Netanyahu.
  • Kulanu, led by Moshe Kahlon, with Yisrael Beytenu, headed by Avigdor Liberman.

Noticeably absent from the list of surplus vote agreements are the Joint Arab List and Yesh Atid. 

The Joint Arab List was offered a surplus agreement with Meretz, whereas the Zionist Camp would be paired with Yesh Atid, in a joint effort to strengthen the left bloc. However, Balad MKs torpedoed the possible deal several days ago.  

On the right side of the political spectrum, Eli Yishai's Yachad-Ha'am Itanu party is also without a surplus vote partner, but it did enter a technical bloc with Otzma Yehudit, which guarantees candidate Baruch Marzel a seat in the event it passes the Knesset threshold.
