A 13 year old Israeli youth from Bat Yam is under arrest on charges of placing an explosive device ina public park in the city. Police said that the youth was hoping to eliminate a member of an organized crime group who was at odds with his brother, who is serving a life sentence in prison.

The incarcerated brother had reportedly asked the youth to "eliminate" his enemy.

The bomb was to be placed next to a candy store owned by a member of the "enemy" family, according to police. The youth brought the bomb to the appointed place, where he met the wife of the store's owner – and had a change of heart. Instead, he dumped the bomb in a park under some bushes, where he intended for it to explode without harming anyone.

The youth was arrested and cooperated with police, telling them where he got the device. Police arrested the bomb maker, who was operating a major bomb factory in the Ramat Gan apartment building where he lived, without the knowledge of neighbors.

The bomb maker and the youth will be indicted Thursday.
