Attorney Nadav HaEtzni of the Human Rights group explains the various forms of discrimination detailed in the report, including police to civilian ratios higher than those elsewhere in Israel, rules and regulations enforced only against Judea and Samaria Jews, and the greater ease of opening a criminal file against a Jew in Judea or Samaria than a Jew elsewhere in the country.
