Legislation by Member of Knesset Elazar Stern (Hatenua') seeks to set strict rules for negotiations to release Israeli soldiers abducted by terrorists, according to a Friday report by Yediot Aharonot. The proposal, based on the recommendations of the Shamgar Committee of 2012, would limit the release of one security prisoner for each soldier and would not allow the release of a corpse for a terrorist. Israel would also be allowed to minimize the conditions of prisoners belonging to the group of the abductors.
Stern, a former head of military personnel, said, Thursday, is deter abductions and let terrorists know they won't be released so easily. He called for publication of the Shamgar recommendations, which have been secret since their formulation.
