Report: Land Swaps with PA Could Stand Int'l Legal Test

A Foreign Ministry legal opinion says that an exchange of the land and population of the Wadi Ara (Nahal Eeron) area of northern Israel in any final agreement with the Palestinian Authority could withstand the test of international law, according to a Tuesday-morning report by the Haaretz daily.

The opinion was submitted to Foreign Minister Avigdor Liberman by the ministry's legal advisor a few weeks ago. It says the PA must agree, adding that the exchanges would include a system of compensation and a promise that nobody would be left without citizenship.
