Housing Minister Uri Ariel (Jewish Home) both welcomed and criticized the proposed tax break for young families. Min. Ariel stated on Tuesday that the Finance Ministry's proposal to give first-time home buyers an exemptions for VAT (value added tax) was a welcome development. But he questioned the stipulation that the couple must have served in the army and have children. Min. Ariel said that many segments of the population would be excluded under the proposal's guidelines. Groups not eligible for tax breaks may include new immigrants who came after army age, minorities who were automatically exempt, the disabled, and married couples without any children.
