The Ministerial Committee on Legislation endorsed, Sunday afternoon, legislation by Justice Minister Tzipi Livni to end the practice of imprisoning people who cannot pay their debts. Livni said, "Debts must be repaid, but not at any price. The justice system is intended to help the weak, not just the strong."
The Justice Minister explained, "The pilot period proved that the collection of execution only increased, thus preventing additional deterioration of the situation of those whose situation was difficult to begin with. The new means of collection will deal harshly with those who avoid payment in an unjustified manner, allowing collection enforcement to fulfill its role in assisting creditors without undue harm to the weak."
