A three-judge panel of the Supreme Court issued an injunction, Monday, ordering Prime Minister Binyamin Netanyahu and the government to explain why the whole population has not received an emergency kit for use in time of an unconventional attack. The order was issued as part of a petition by Member of Knesset Nachman Shai and the Public Defense Front (Hahazit Lehaganat Hatzibur in Hebrew).
Judge Miriam Naor asked if the lack of emergency kits for all was a matter of budget, production difficulties or both. Representing the state, attorney Shosh Shmueli said "neither", adding that the distribution was being done in stages. Judge Naor countered that in the absence of other criteria, it appears to be a situation of first come, first served.
