The Police Investigation Department of the State Prosecutors Office submitted an indictment with the Jerusalem Magistrates Court, Monday, charging former Jerusalem District commander Niso Shaham with fraud, breach of trust, indecent acts and sexual harassment. The cases involve secret relationships with eight young, low-ranking female officers in junior positions where there existed a conflict of interest in executive decisions he made about them. He was also charged with using his position of authority to sexually harass and commit indecent acts with other female officers, and committing an indecent act against the will of another female officer.
Shaham was questioned under warning of prosecution in July, 2012 and his attorney was apprised of the possibility of prosecution last November. Accompanying the filing of charges was an order minimizing details about the female officers in question.
