Minister of Transportation Yisrael Katz (Likud - Yisrael Beitenu) opposed the idea of establishing a Palestinian state within Israel's borders. He also rejected another freeze on construction for Jewish residents. "I was opposed to a freeze before," he stated Wednesday as the Knesset approved the ability to debate the issue in the Knesset plenum.
"I said then and I say now... the freeze was a mistake and a moral stain on the State of Israel. This is a violation of human rights. We must not do so in Tel Aviv or Umm al-Fahm," Katz stated, referring to a large city in Israel's north populated mostly by Israelis of Arabic heritage. "It certainly will not bring peace," he added. "I oppose the Palestinian state," Minister Katz said.
In 2009 Israel imposed a 10-month moratorium on all building for Jewish residents living in Judea and Samaria as a way to coax the Palestinian Authority into negotiations.
