Finance Minister Yair Lapid on Tuesday promoted a national program to reeducate those who do not make up the work force. He singled out Arab women and those considered hareidim, stating, "unemployment is low, less than 7%, but it is artificially low... they are not even registered as unemployed," Lapid explained. He made his suggestions at a special conference in Jerusalem, stating "we are changing it now. With programs for equal burden, along with the national program for employment training we are building now with the Ministry of Economy, a change the Israeli labor market. We will train people working in high-tech and manufacturing, and we will support local entrepreneurship and small businesses to strengthen regional industrial zones in the north and the south. All this will facilitate your life," Minister Lapid stated, saying that the system would result in a higher rate of taxpayers.
