Prime Minister Vladimir Putin of Russia declared victory in the country's presidential race, Sunday evening, after projections gave him 60 percent of the vote. If confirmed, a second round of balloting will not be necessary.

Responding to charges of voter irregularities, Putin said, "We won a fair fight. Our voters can tell if there's a political provocation intended to destroy the country.
