Chairman Danny Dayan of the Yesha Council of Jewish communities in Judea and Samaria denied, Tuesday morning, claims that a riot by civilians at the headquarters of the Israel Defense Forces' Ephraim Division lead to the reported authorization of the Ramat Gilad outpost community near the Samarian Jewish community of Karnei Shomron.

Interviewed by IDF Radio, Dayan said, "The unfortunate incidents of Monday evening only postponed the agreement and almost caused it to be cancelled.
