Prisons Service: Most Terrorists Signed Papers

Prisons Service officials said Monday night that the vast majority of terrorists to be released in exchange for Gilad Shalit have signed documents committing them not to engage in terror activities again. The Service said that preparations for the exchange were going smoothly.
