The Parliamentary Assembly of the Council of Europe's Foreign Affairs Committee is scheduled to meet on Tuesday in Caserta, Italy to discuss the Palestinian Authority's National Council request to become a "democracy partner" slightly lower than the observer status that it currently has at the United Nations. Morocco is a democracy partner.
The European Council is an important 500-member body, representing 50 countries, and democracy-partner status would have diplomatic significance. Knesset members participate as observers with no voting rights and Israel is represented by an ambassador there. Member of Knesset Doron Avital (Kadima) will be representing Israel at the foreign affairs committee meeting in place of Yochanan Plesner, who is not going for health reasons. Plesner said there is no point in the European Council making a decision at this time because of the United Nations vote on recognizing the PA as a sovereign state on September 20th.
