The regime of Libyan leader Muammar Qaddafi offered a cease fire to anti-government rebels Sunday evening in exchange for a stop to intervention by the North Atlantic Treaty Organization, according to Agence France Presse. The news agency says the offer was submitted by Libya's prime minister to a visiting United Nations representative.
The International Court of Justice in the Hague is scheduled to hold a discussion Monday on the possibility of issuing arrest warrants against senior members of the regime for violating human rights in its suppression of anti-Qaddafi demonstrations.
