An observant citizen foiled what she thought was a terrorist attack at the Tel Aviv port on Monday – but the "attack" turned out to be an exercise being conducted by a security agency, which had neglected to inform local police of the exercise. The woman observed a man placing a package under a vehicle, and summoned police, who closed the area and evacuated the thousands of people who were there. It was only when police sent in an automatic bomb detonating robot that the person who placed the "bomb" identified himself, informing police of the exercise.

Police had no official comment, but said that they were happy that citizens remained vigilant and observant.
