The report was based on information given by diplomats involved in the talks between the government of Afghanistan and the Taliban.

Britain has reportedly given tacit agreement to the proposal, while the United States has not yet responded. Both countries have troops in Afghanistan, and both say the Taliban should be forced to cut its ties with Al-Qaeda and hand over senior terrorist leaders before joining the government.
