The United Arab Emirates has agreed to give the Palestinian Authority (PA) $42 million to cover salaries for July, PA Prime Minister Salam Fayyad said. Talks are being held with Kuwait for an additional $80 million

The PA is facing a continuing budget crisis despite millions of dollars in foreign aid. Fayyad has asked the World Bank for a letter of guarantee requested by private banks that want to be sure their loans will be repaid.
