Arab terrorists to be removed from Israel's "wanted list" will stay one week under Palestinian Authority (PA) security control without the use of cell phones or ability to contact other terrorists, according to the government deal. The terrorists initially are to sign an agreement promising not to resume attacks against Israel.

Afterwards, they will be be restricted to their home area for three months before being allowed to travel freely in Judea and Samaria. The government plan does not detail how the agreement will be enforced.
