The five permanent members of the United Nations Security Council, along with Germany, hope to complete a draft Wednesday on new sanctions against Iran. The Council is comprised of the United States, Britain, France and two nations, Russia and China, which previously forced the members to accept watered-down sanctions.

"There are no difficulties. There are just one or two issues to resolve," said Britain's United Nations ambassador. The new sanctions are expected to include an embargo against arms exports and a freeze on loans to Iran and on companies working on the country's nuclear program.
